Works either for a public authority or a state or private company in a developing country and, as such, is engaged in the planning and execution of directives and projects with emphasis on development policies having a bearing on technological, economic or social areas
Holds a Bachelor's degree (normally four years) in a related subject.
Has completed an academic degree with far above average results (upper third) and at least two years of related professional experience
His/her academic degrees should normally not be more than six years old
For courses in German: DSH 2 or TestDaF 4; at time of application German skills at completed level A2 are required. In addition, German language courses at level A2 or B1 are highly recommended
For courses in English: IELTS (Band 6) certicate or TOEFL (minimum score: 550 paper based, 213 computer based, 80 internet based).

The Heinrich B'll Foundation awards scholarships to international students who gained their university entrance qualification from a school outside of Germany who wish to study a Masters or PhD Degree in Germany.

For the scholarship programme 1 of KAAD you can apply if you:

come from a developing or emerging country in Africa, Asia, the Middle East or Latin America
have a university degree and professional experience from your home country
want to acquire a master's degree or a PhD at a German university or do a post-doctoral research project (2-6 months for established university lecturers) at a German university
are a Catholic Christian (or general belong to a Christian denomination). Candidates from other religions can apply if they are proposed by Catholic partners and can prove their commitment to interreligious dialogue.

The Germany Scholarship provides financial and non-material support to high-achieving and committed students from all over the world. Modelled after the principle of public-private partnership, businesses, foundations or private individuals sponsor young talent with a pledge of 160 euros per month. The Federal Government matches this amount with another 160 euros. But there is even more: Many universities and private sponsors also support Germany Scholarship holders through concurrent mentoring programmes, networking events and internships.

The Germany Scholarship supports highly talented students at all participating universities in Germany. The scholarship is awarded without consideration of personal or parent income and one's nationality is not material to award either. The scholarship funds do not count towards grants awarded under the Federal Training Assistance Act (BAf'G). There are no social insurance contributions payable.

How and where can students apply?

The Germany Scholarship is awarded by the universities. Applicants must meet the requirements of the individual institutions. In addition to academic achievement, the criteria for selecting scholarship recipients include social commitment and personal achievements, such as a student overcoming challenges or obstacles in his or her social or family background.

How long do students receive funding?

Funding is normally granted for at least two semesters but may be provided for a maximum time which covers the standard period of study. At intervals of two semesters the university reviews whether the scholarship holder still meets the award criteria and whether private funding will continue to be available.
